    Seems to be the very words of Chazal in avos 2:1 “vehevy zahir…” (see Rabbeinu Yonah there).
    Nevertheless Chazal do tell us “Vetalmud torah keneged kulam” (pe’ah 1:1 see Ra”sh there, see also words of Rav Nehorai in last mishna in Kidushin).
