The Aseres HaDibros begin with:

וידבר אלקים את כל הדברים האלה לאמר, אנכי ה’ אלקיך

Rebbe Elimelech of Lizhensk zt”l explains:

“את כל הדברים האלה” — Hashem taught the entire Torah.

“לאמר” — so a Yid will be able to believe in Hashem and say:

“אנכי ה’ אלקיך” — “I am Hashem, your G-d.”
